USA: Russia violates START-3

The U.S. said Tuesday that Russia is in violation of the nuclear arms control treaty by refusing to allow inspection activities on its territory, the Voice of America reported.

The treaty came into force in 2011 and was extended in 2021 for five years. It limits the number of strategic nuclear warheads the U.S. and Russia can deploy, as well as the deployment of land- and submarine-based missiles and bombers to deliver them.

Russia’s refusal to facilitate inspection activities prevents the United States from exercising important rights under the treaty and threatens the viability of U.S.-Russian nuclear arms control, a State Department official said in an e-mail published Tuesday.

Moscow suspended cooperation with inspections under the treaty in August, blaming travel restrictions imposed by Washington and its allies after the Russian invasion of Ukraine, but said it remained committed to upholding the treaty’s provisions.

A State Department spokesman added that Russia has a clear path to return to treaty compliance by allowing inspection activities, and that Washington remains willing to work with Russia to fully implement the treaty.

Talks between Moscow and Washington on resuming New START inspections were to have been held in Egypt in November, but Russia postponed them and no new date has been set.
