It is an ordinance done by the laying on of hands by someone with authority, giving the recipient a special endowment of the Spirit to be with them as they are faithful. We all can experience the working the Holy Spirit in our lives, but the gift of the Holy Ghost is only experienced after the laying on of hands by someone with proper authority.
