It’s been an enigma. What did Obama mean when he referred to a civilian security force?
The Democrats ignored it, after all, their man had the White House.

And I want that program to end. For years I’ve observed my Gang Stalkers, frequently, live in the neighborhoods I take walks in and I’ve conjectured our Neighborhood Watch Groups were involved in this.
The Bush Administration expanded the role of our Neighborhood Watch Groups. Bush wanted to put them into the surveillance business. He called it Terrorism prevention. The ACLU objected to Bush’s Attorney General’s plans. They saw the potential for scapegoating with the program. The Citizen Corps website said the Justice Department had another scheme, too, Operation TIPS.

A journalist, Rita Goldstein, charged Operation TIPS “would provide America with a higher percentage of ‘citizen spies’ than the former East Germany had under the notorious Stasi secret police.” TIPS was cancelled because of concern about civil liberties.

But Jeremy Loft said at the American Prospect site, Operation TIPS was resurrected in the formation of Citizen Corps.

And now to close the circle. Part of Citizen Corps was a new expanded National Neighborhood Watch Program. “By the end of 2003 the number of Registered Neighborhood Watch Group Programs had doubled.”

By 1988, it was estimated that between seven and 20 percent of residents of U.S. cities were involved in such activities (Rosenbaum, 1988). A national study (Whitaker, 1986) showed that 38 percent of households in neighborhoods that had a Neighborhood Watch program participated in the program. This study concluded that urban areas were more likely to have programs than suburban or rural areas, but that people living in the latter were likely to be involved in a program if one was organized.”

Could this explain why in every neighborhood I take a walk in – I am Gang Stalked by people in the neighborhood? Did the Stasi civil libertarians feared Operation Tips would bring to America come to America anyway in the guise of an Expanded National Neighborhood Watch Group Program?
Bush talked about the surveillance role of the expanded National Neighborhood Watch Group. Obama has talked about investing in a civilian security force as well funded as our military. Isn’t it about time to investigate what is going on?
