On April 16 at the U.S. Department of State, Under Secretary of State for Economic Affairs Jacob Helberg will host two signing ceremonies to welcome Finland and the Philippines to Pax Silica. The ceremony will also feature a special signing and announcement, representing a major Pax Silica initiative.
Finland is home to Nokia and will become the second EU member state to join Pax Silica, a notable milestone among European partners in the adoption of pro-innovation principles.
The Philippines will join Pax Silica as one of Asia’s growing leaders in electronic manufacturing.
Members of the press are invited to cover the remarks and signings marking the beginning of a new golden era of cooperation on AI supply chain security between the United States and our newest Pax Silica partners.
Pax Silica is a U.S.-led strategic initiative to build a secure, prosperous, and innovation driven silicon supply chain – from critical minerals and energy inputs to advanced manufacturing, semiconductors, AI infrastructure, and logistics. Further, it is an economic security coalition built on the reality that our security is inseparable from our technological edge.
The U.S.-Philippines event will begin at 11:00am and the U.S.-Finland event will begin at 12:30pm. Both events will occur at the Harry S. Truman building, and the opening remarks and signing ceremonies will both be open to press coverage. Arrival instructions and call times will be sent to registered media prior to the event. Space is limited, and media interested in attending must register by RSVPing to E-Press@state.gov by 5:00 p.m. ET on April 15.

To enter the Harry S. Truman building, media representatives must present one of the following: (1) a U.S. Government-issued photo media credential (e.g., Department of State, White House, Congress, Department of Defense or Foreign Press Center), or (2) an official photo identification card issued by their news organization, or (3) a letter from their employer on official letterhead verifying their current employment as a journalist.
Additionally, they must present an official, REAL ID-compliant government photo identification card (i.e., U.S. driver’s license or passport).
