Officer John Lavalley of the Athens-Clarke County Police Department interrogates John Choe, a member of the Religious Society of Friends, who parked his vehicle (a new car with New York plates modified for long-distance travel with a solar panel on the roof and a bike rack on the back) at a gas station for an hour and a half to wait out the rain during a storm.
