In July 2017, a Baltimore police officer made national headlines after his own body-worn camera caught him allegedly planting drugs at a crime scene. Officer Richard Pinheiro appeared to stash a bag of narcotics in a soup can, walk away, and then “discover” it moments later — all while his bodycam was still recording.
