The Chicago City Council’s finance committee on Friday blocked a $1.25 million offer to settle a civil rights lawsuit filed by the family of Dexter Reed, a Chicago man killed by police during a traffic stop last year. A far more expensive settlement of $32 million to Bryce Summary, injured in a police chase, was approved.
