ARTICLES I, II, III, VI of the Constitution of the United States have provisions for establishing ‘constitutional courts’. Courts of Occupation are created by the executive without any congressional input.

Army Regulation AR 27-20 – CLAIMS and DA PAM 27–162 appear to be the regulation, policy and procedure by which modern day courts of occupation can adjudicate claims and redress grievances.
