Testifying before the Texas House Committee on Human Services, Medicaid dentist Dr. Paul Dunn told committee members about his experience with the Health and Human Services Commission Office of the Inspector General. The Committee was hearing testimony on the effectiveness of SB 1803 and its provisions for due process rights for Medicaid providers.

Dunn has been under a 49% Medicaid payment hold for allegations of fraud in orthodontic billings and is slowly going bankrupt.although OIG told him he had not committed fraud.

Several weeks ago he testified before the Senate Health and Human Services Committee. The next week an armed investigator showed up to request two patient files that OIG had already been given.
