On 3/10/23, Troop A dispatch had received several calls of a male riding an ATV four-wheeler on Interstate 30 East driving
erratically. I observed the four-wheeler driving in the number three lane of Interstate 30 at Bishop Lindsey. The driver made
abrupt lane changes and took the ramp to Interstate 40 East. I activated my emergency lights and siren at Interstate 40 East at
the 154MM and the driver, Curtis Jackson, accelerated and made several lane changes. Jackson continued onto the ramp to
Highway 67/167 North at over 60MPH. Jackson continued to travel north, passing two exits, Trooper Little attempted to get in
front of the ATV to slow the speed.

 The ATV lost a back wheel and Jackson continued to travel at over 60 MPH on Highway
67/167 North, weaving between all lanes. At the 3MM, I was able to get in front of the ATV and slowly brought the ATV to a
stop. Jackson was taken into custody by Trooper Little and Trooper Smith. Jackson had a strong odor of intoxicants on his
person and blood shot eyes. Jackson submitted a breath sample for a portable breath test which resulted in 0.13 BAC. Jackson
stated his name was “James Jackson, DOB 9/18/1965”. After finger printing Jackson, he admitted that James Jackson is
brother and his name is Curtis Jackson, DOB 5/29/1963. The Polaris 700 ATV was towed by Phillips Wreckers Service and I
transported Jackson to the Pulaski County Jail. I read Jackson the statement of rights form and he submitted a breath sample
for a chemical breath test which resulted in a BAC of 0.15.

27-50-302(a)(7): SPEEDING – MORE THAN 15 MPH OVER LIMIT
27-16-303: DRIVING ON SUSPENDED LICENSE
27-21-106: DRIVING ATV ON PUBLIC HIGHWAY
27-51-104(b)(1): IMPROPER OR UNSAFE LANE CHANGE
